The Ministry of Territorial Administration has tabled a proposed budget for the 2024 financial year today, December 4 2023 at the National Assembly. The draft budget for MINAT stands at CFAF 40 billion, 634 million. CFAF 2 billion, 810 million is for investment while CFAF 37 billion 824 million is the operational budget, witnessing an increase of CFAF 469 million 625 thousand in absolute value and 1.16% in relative value, compared to the previous year’s budget. In line with the guidelines set by the President of the Republic, His Excellency Paul BIYA, and ahead of the forthcoming elections, MINAT’s budget will focus primarily on actions to complete ongoing projects, and to improve the security environment in order to create conditions for free, credible and transparent elections, particularly in the North West and South West Regions. Some of the priorities in 2024, are on Territorial Administration, where funds will be used to ensure prefectural administration of proximity, strengthen the presence of administrative authorities throughout the country, strengthen and consolidate cross-border and security cooperations with the complete restructuring of the database on traditional rulers and chiefdoms.Concerning Civil Liberties and Security of Persons and Property, focus amongst others will be on ; organization of pilgrimages, notably Hajj 2024; development of a platform for the storage of data on registered and authorised associations and NGOs and the preparation for the forthcoming elections. Meanwhile, the Civil Protection Department will strengthen its humanitarian response plan, with particular emphasis on the reintegration of internally displaced persons (IDPs), speed up the process of voluntary repatriation of Nigerian and Central African Republic refugees, and put in place measures to facilitate the return of Cameroonian refugees living in neighbouring countries. Governance, Institutional Support in Territorial Administration for 2024 will focus on the financing of political parties to the tune of CFAF 1.5 billion. This is an innovation in MINAT’s budgeting. There will also be the completion of construction projects launched in 2023.
